Kay Wernert

Director of Marin Head Start, Novato, California. Ms. Wernert was active on the CHSA 2004 Conference Committee and is a member of CHSA’s Universal Preschool subcommittee of the Board. Ms. Wernert has been in Head Start for over 14 years; 10 years as the Education/Disabilities Manager and the past four as a program Director. Ms. Wernert has worked in the field of Early Childhood Education for over 35 years, including university teaching, lab schools and community programs. Ms. Werner holds a Masters of Education degree in Special Education.

William Castellanos

Division Director for Child, Youth and Family Services, Community Action Partnership of San Luis Obispo County, Inc. (formerly EOC of SLO Inc.) Mr. Castellanos has worked as Division Director for over 25 years. His organizations division operates State Funded Programs, Regional Head Start, Early Head Start and Migrant and Seasonal Head Start in nine counties. Mr. Castellanos holds a Masters Degree in Counseling and Guidance and a BA Degree in Sociology and Social Welfare.

Pamm Shaw

Executive Director of the Berkeley-Albany YMCA Early Childhood Services Branch that includes Head Start, Early Head Start, State Preschool and Child Development programs. Ms. Shaw has worked in early childhood education and with Head Start and state subsidized child development programs for over 25 years as a teacher, administrator, trainer, and director. Ms. Shaw holds a Master's degree in special education and early childhood education and has completed doctoral coursework in early childhood special education, administration and policy.

Wassy Tesfa

Program Administrator for Center for Community & Family Services, Head Start, Pasadena, California. Ms. Tesfa is one of Cluster Three’s representative to the CHSA Board. Ms. Tesfa has over ten years of experience in Head Start and is an advocate at the local, state and national levels. Ms Tesfa’s role as a senior manager, in her multi-purpose, non-profit organization involves collaboration between Head Start, State of California funded programs and local services. In addition, Ms. Tesfa is a former National Head Start Fellow and has completed the University of California, Los Angeles, Anderson School of Business, Johnson & Johnson Head Start Management Fellows Program. Ms. Tesfa holds a Masters of Arts degree.
